D-10-1 Job Seeker Visa: 4. Study Experience in Korea

Hi! I am looking into the point system for the D-10-1 visa and am confused how to interpret section '4. Study Experience in Korea'... Do you interpret the section as: 1. whether you are, as of this moment, within/more than 3 years of graduating from a given degree in Korea or... 2. that you pursued study in Korea within/more than 3 years since graduating from a degree abroad?? Any help would be great !! :)
