How Can I Change to D-10 After D-4?

I graduated from a uni in Taiwan and I’m currently on a D-4 visa, studying Korean (Level 3) I wanna switch to D10 but I don’t have the 60 points required. Is there still any way I can apply for the D-10? Or is it impossible without reaching the 60 points?
