- Employment as an inland mariner
- Domestic employment as a fishing vessel of 20 tons or more

Visa Candidate
- Seafarers (E-10-1)
- Persons engaged in the business of Article 3(1) (domestic regular passenger transportation), Article 2 (domestic irregular passenger transportation), and Article 23(1) (domestic cargo transportation) of the Shipping Act, and members of Article 3(5) of the Seafarers Act who have entered into a seafarer labor contract with the business for more than six months.
- A member of the crew of an inland merchant vessel of 5 gross tons or more, excluding fishing vessels, of a vessel subject to the Seamen's Act.
- Fishing crew (E-10-2)
- A person who operates a business under the provisions of Article 8, Paragraph 1 (1) of the Fisheries Act (political net fishing), Article 41, Paragraph 1 (offshore fishing using motorized fishing vessels), or Article 57, Paragraph 1 (catch transportation), and a person who concludes a seafarer labor contract with a business entity (fishing vessel of 20 tons or more) on the condition that he/she will provide labor for more than six months, and who falls under the provisions of Article 3, Paragraph 5 of the Seafarers Act.
- (E-10-3) Cruise passenger seafarers
- A person who is a national cruise operator pursuant to Article 2, Paragraph 7 of the Act on the Promotion and Support of the Cruise Industry and who operates a business using an international cruise ship pursuant to Paragraph 4 of the same Article, and who has entered into a seafarer's labor contract on the condition that he/she will provide labor for the business for a period of six months or more, and who falls under the provisions of Article 3, Paragraph 5 of the Seafarers' Act aboard a cruise ship of 2,000 gross tons or more in accordance with the provisions of Article 3 of the Enforcement Decree of the Shipping Law.

- Application for authorization to issue a visa (form in Exhibit 21), passport, business license, and one standard-sized photograph.
- Copy of standard labor contract
- Identity guarantee
- Certificate of Employment of Foreign Seafarers (issued by the Regional Maritime and Port Administration)
- A copy of the inland passenger transportation business license and inland cargo transportation business registration under the Shipping Act (to be submitted only for initial application or change of registration)
- Employment recommendation letter for foreign seafarers (issued by the head of the local maritime and fisheries administration)
- Other documents deemed necessary by the head of the agency (office branch), such as a certificate of passenger capacity or a certificate of inspection for vessels under 500 tons.
- Labor-management agreement T/O operation approval letter (for companies applying the total quota system)

- Visa issuance authorization application (form in Appendix No. 21), passport, business license, one standardized photo
- Copy of standard labor contract

- Political fishing license and management vessel use designation (fishing vessel use approval) certificate under the Fisheries Act, copy of nearshore fishing permit (submitted only for initial application or registration change)

- Employment recommendation letter for foreign seafarers (issued by the head of the local maritime affairs and fisheries office)
- Catcher vessel registration (catcher vessel only)
