Hello! This is KOWORK, your go-to platform for foreign recruitment.
The long-awaited integration of the H-2 (Working Visit) and F-4 (Overseas Korean) visas is finally here! Effective February 12, 2026, the previously divided residency statuses have been unified under the F-4 visa(Go to Hikorea Notice). Consequently, the issuance of new H-2 visas has been discontinued. Here is a detailed breakdown of the major changes.

1. H-2 Visa Integrated into F-4 Status
Previously, ethnic Koreans from China and the six former Soviet Union states had to prove specific work experience to obtain F-4 status; otherwise, they were granted H-2 status.
Now, regardless of nationality, any individual who can prove their status as an overseas Korean will be eligible for the F-4 visa.
- Early Settlement Program: To prevent crimes and ensure safety during the initial stages of settlement, applicants must complete a 5-hour Early Settlement Program.
- Criminal Record Restrictions: Those with a history of serious crimes (murder, rape, drugs, voice phishing, etc.) will be ineligible for the F-4 status.
- Current H-2 Holders: You may stay in Korea until your current visa expires. However, you can apply to switch to the F-4 status even before your expiration date.
2. Expanded Employment Scope for F-4 Holders
F-4 visa holders can now work in 10 manual labor occupations that were previously restricted. These include:
Construction laborers, mining laborers, manual packagers, manual labelers, gas station attendants, shelf stockers, parking attendants, vending machine managers, and various loading/unloading laborers.
The remaining 37 restricted occupations will be opened gradually following consultations with industry experts and government agencies to balance the domestic job market.
3. Incentives for Korean Proficiency and Volunteers
The income requirements for applying for Permanent Residency (F-5) have been lowered for those with high Korean proficiency or significant volunteer experience.
| Category | Income Requirement (GNI) |
|---|---|
| Korean Proficiency Excellence | 70% or more of the previous year's GNI |
| Outstanding Volunteers | 80% or more of the previous year's GNI |
| Both Criteria Met | 60% or more of the previous year's GNI |
- Korean Proficiency Criteria: Completion of Level 5 of the Social Integration Program (KIIP), graduation from a Korean elementary/middle/high school, or holding a bachelor’s degree (or higher) from a Korean university.
- Volunteer Criteria: Over 100 hours of volunteer work within the past 6 months (Must provide a "Performance Certificate" from the Korea Volunteer Center - ☏1365).

How to Apply for Change of Status
You can apply electronically via HiKorea (www.hikorea.go.kr).
Tip: Submit the "Integrated Overseas Korean (F-4) Application." Application fees are waived until December 31, 2027, so make sure to apply before the deadline!
Why is this Integration Meaningful?
This policy aims to eliminate discrimination among overseas Koreans by applying the same standards regardless of their country of origin. It reflects the government’s active support for the stable settlement of the foreign community in Korea.
Practically speaking:
- No more mandatory departures: H-2 holders previously had to leave and re-enter the country upon visa expiry. Under F-4, you can extend your stay while remaining in Korea.
- Broader Job Opportunities: The ability for F-4 holders to work in manual labor sectors will significantly improve daily life and financial stability.
